A scaffold on a building on 14th Street near Seventh Avenue in Manhattan collapsed this morning sending pedestrians running for shelter. The accident occurred around 8:00 a.m. Friday on the residential Chelsea building. As of press time there were   no reports of injuries. The accident is being investigated.
