U.S. Geological Survey said that a 6.9 magnitude earthquake struck 49 miles from Santa Isabel on the Baja California peninsula on Monday.
The San Diego City Hall, which is just north of Mexico border, evacuated soon after the rattling starting.
Officials said there was a risk of a small-localized tsunami in the area.
