New York City Council member Larry Seabrook is expected to be indicted this afternoon on charges that he extorted and received unlawful gratuity.

The 13-count indictment includes money laundering, conspiracy to commit mail fraud mail and wire fraud.

The indictment comes after a slush-fund scandal broke in 2008, accusing  Seabook, a three-term city official, along with other lawmakers of using City Council funding of non-profit groups.

City Councilman Miguel Martinez pleaded guilty in July to federal corruption charges for pocketing $106,000 in taxpayer money earmarked for community organizations. He was sentenced to five years in prison.

Seabrook is the first African-American lawmaker to hold office in three separate legislative branches; the Senate, Assembly and City Council.

The Bronx Councilman surrendered to federal authorities in Manhattan this morning.
