A 24-year-old Connecticut man with a criminal history is accused of punching a homeowner in the face after the man refused him entry into his home.
Authorities said before the storm started on Thursday, Truman Tart, of Whalley Avenue, was going door-to-door selling magazine in New Haven.
A little before 8:00 p.m. Tart knocked on a door on Pheasant Road and asked the homeowner if he could come in from the storm.
When the homeowner said no, Tart, who has an extensive criminal record, punched the man in his face then fled from the property on foot.
Tart, who was with another man, was later arrested and charged with assault and breach of peace. He is being held on $10,000 bail.
Police said someone like Tart, who was selling the magazines without a permit, would not be given a permit because of his criminal background.
